If you're building the pm-skills library itself, this is your scaffolding tool. It walks you through creating a new PM skill from idea to complete implementation packet, running gap analysis against existing skills, enforcing a "Why Gate" when there's overlap, and generating all the files (SKILL.md, TEMPLATE.md, EXAMPLE.md, command frontmatter) in a staging area before promotion. It handles the three skill types (domain, foundation, utility), picks exemplars to match your structure, and validates everything against CI rules. The design is opinionated about keeping the library coherent. Use it when you want guided creation that follows repo conventions. Skip it if you're just tweaking an existing skill or working outside this framework.
