This is a pre-push sanity check for the microsoft/win-dev-skills repo, which ships a three-layer stack: Claude skills (markdown prompts), C# tools (Roslyn analyzers, CLI utilities), and committed binaries that must stay in sync. It spins up five parallel sub-agents to review skill content quality, the skill versus tool boundary (are you adding prose when you should have fixed the analyzer?), tool correctness, payload drift, and docs sync, then runs a sixth cross-check with a different model. The orchestrator handles diff capture across branch, working tree, or staged scopes, asks you to clarify when both committed and uncommitted work exists, and stops cold if the changeset is too large. Reports only, never applies fixes. Useful if you work on agent tooling where the instructions themselves are source code and bloat is a maintenance hazard.
