It scans your saved reports directory, builds an index with metadata, and spins up a local web server so you can click through everything at localhost:8765. The backfill command is there if you have old reports missing metadata. It's straightforward companion tooling: video-lens captures and analyzes videos, this skill lets you actually find them again later instead of losing them in your Downloads folder.
