This is internal plumbing for the fusion-rules gateway, not something you'd invoke directly. It packages the canonical workflow for authoring AI coding assistant rules across GitHub Copilot, Cursor, and Claude Code. The workflow scans your repo for existing docs and config files, extracts conventions from READMEs, ADRs, and linters, then interviews you to fill gaps. It classifies guidance into always-on versus scoped rules, generates the right file formats with proper glob patterns, and keeps you from drowning context windows with 500-line instruction files. If you're setting up rules yourself, the templates and quality checklist in here are worth reading. Otherwise, let the gateway agents handle it.
