This is for managing existing Railway services through GraphQL, not creating new ones from scratch. You'd reach for it when you need to check deployment status, rename a service, swap out a linked repo, or deploy a Docker image directly. It's explicitly not the starter skill. For spinning up new services from local code, you want railway-new instead. Think of this as the operations layer once your service already exists.
