This is the reference library that other AgentOps skills load on demand. It holds validation contracts, CLI command shapes with known failures, and backend-specific examples for spawning agents across Claude Teams, Codex sub-agents, or degraded fallback modes. When council or swarm need to know how to spawn workers or resolve which tier maps to which model, they pull from here. It's not invocable on its own. The CLI availability pattern and capability matrix are the most immediately useful pieces if you're writing a skill that needs to degrade gracefully when bd, ao, or codex aren't installed.
