Maintains fitness specifications through GOALS.md or GOALS.yaml files that combine mission statements, directional objectives, and measurable gates with executable checks. Run it to measure current fitness (gates pass/fail weighted into a score), assess whether your directives are actually being addressed, or steer by adding new goals when patterns emerge. The init mode is smart enough to enrich auto-detected engineering gates with product-aware directives by mining failure patterns from retro docs and council verdicts. It handles both legacy YAML (versions 1-3) and the newer Markdown format that adds north stars, anti-stars, and explicit steering directives. Useful when you want goals that track user outcomes instead of just code metrics, or when passing tests stopped meaning the product actually works.
