System Environment Setup

This is the skill you want when a repo won't run the same way on two different machines. It handles runtime version pinning, Docker Compose topologies, devcontainer setup, bootstrap scripts, and onboarding flows. The routing is clear: use this for broad environment reproducibility, hand off .env file structure and validation to the narrower environment-setup skill, and stay out of CI/CD territory. The intake structure forces you to classify whether you're solving toolchain drift, local service parity, or setup rot before picking a mode. It explicitly calls out local-prod gaps instead of pretending containers make everything identical, which is refreshingly honest.
